The Institutional Community Extension Office (ICEO) shall be the facilitating/liaising/coordinating unit of MMC-CAST Community Development activities, projects and programs.

  1. All community Extension Program/Project/Activity shall be reviewed by the I-CEO for final approval of the V-President ;

  2. By virtue of Housebill 2815, Section 29. Under republic Act 9163 of the NSTP law of 2001, the performing NSTP trainess shall be duly accredited by the Institutional-Community Extension Office of any institution where the NSTP trainees are affiliated. The performing NSTP trainees shall be duly accredited by the extension office as the extensionists” of the institution in a fitting ceremony. The design of NSTP lectures shall be fashioned according to acceptable principles and practices in community extension to ensure a crop of dedicated and civic conscious student EXTENSIONISTS, as agents of change in the community.

  3. Appointed MMCCAST- community committee members as recommended by Deans and Head of MMCCAST-Institutional Community development Office.

  4. All colleges and departments will coordinate all activities (academic) programs to the I-CEO, for categorization, permission and consent from the office.

  5. The I-CEO will make initial assessment of the proposed project, and make recommendation for approval or approving authorities.(MMCCAST-Community extension council)

  6. College\departments\ organization\ proposing community activities will write a letter of intent to the community with the detailed program of activities (format available at the I-CEO) which will be submitted to the I-CEO, for review and Notation for recommending approval.

  7. All proposed activity submitted for review to the I-CEO must be appended and or supported with a detailed ACTION PLAN, which will include but not limited to the goal and specific objectives, duration of activities and people responsible.

  8. All communication letters intended for the community should and must have sought for recommendation for approval from the I-CEO office, to avoid unstained;, non-measurable activities in the adopted community that may alter the direction of the other program thus compromising the whole objective of the community development.

  9. I-CEO should be furnished by contributing College Department after every completed Community project or activity with post activity materials and summary, for institutional documentation which include but not limited to the following;

    1. Copy of received communication letter
    2. Budget description, copy of receipts for attachment in research out puts.
    3. Plan of action
    4. Impact evaluation on the program conducted
    5. Future plan of future follow up activities
  10. All suggestions/recommendations to enhance the community development program should undergo a thorough deliberation through the Community council meeting which is composed of the following;

    1. All deans
    2. Department heads
    3. Department community coordinators
    4. I-CEO head
    5. Community representative as needed
  11. Programs /activities should not supersede or displace any other activity by any other department or contributing college.

  12. Activities for the community should be relevant to the enhancement of their students’ skills in relation to public health principles.

  13. All projects/activities which require the participation of the students must secure a waiver from their coordinators/teachers signed by parents/guardian, and approved by the Office of the student affairs.

  14. College dean/department community coordinator must submit the I-CEO Key strengths and proposed community engagement project each and every school year, or a month before the end of the second semester for institutional planning, budget allocation and projection purposes.

  15. Community programs proposals should be categorized into but not limited to the following.

    1. Institutional based
    2. Community based
    3. Campus based
  16. All coordinators is required to attend a regular monthly or semi monthly meeting as the need may arise based on the condition and progress of the MMCCAAST-Institutional Community development program/s.

  17. All MMCCAST-Institutional Community Development Project or Activities is geared towards its sustainability to help in realizing MMCCAST-Institutional Community Development objective which is to foster self reliance through change/development of the target clientele or partners;

  18. Appointed MMCAST- community committee members will be recommended by Deans and Head of MMCCAST-Institutional Community development Office.

  19. Involvement of the Faculty and students in the MMCCAST-Institutional Community Development Program/Project or Activities is geared towards enriching the value of sharing or social responsibility, likewise, growing through encountered experience.

  20. All MMCCAST-Institutional Community Development  Program or Projects sustained for  three years or more  must be formally evaluated by the MMCCAST-Institutional Community Development  Council or any  interested  faculty;

  21. The MMCCAST-Institutional Community Development office shall seek accreditation/recognition and or affiliation from the National Organization of Extension Workers and maintain and update its status thereon.

  22. Section 28 of HouseBill 2815 clearly describe that all higher education institution Government or private, offering bachelor’s degree program are mandated to establish an extension office manned by competent dedicated extension workers and prepare a plan on a long term basis programs and services in extension that are geared towards local, regional and national development. A SEPARATE BUDGET shall be allocated for this office for the prompt implementation of its program and services.

  23. With ref. to 23 the I-CEO will be allotted a revolving budget for liason, transportation, representation and other community coordination purposes, the revolving budget on the other hand will be liquidated on a semi monthly basis or each whenever depleted and or needed.

  11. Linkages with different social welfare institution, parishes & communities served by the NSTP
